National Exchange Carrier Association Submits the Payment Formula
and Fund Size Estimate for Interstate Telecommunications Relay Services
Fund for the July 2006 Through June 2007 Fund Year

SUMMARY: In this document, the Commission seeks comment on the National
Exchange Carrier Association (NECA), the Interstate Telecommunications
Relay Service (TRS) Fund Administrator, annual payment formula and fund
size estimate for the Interstate TRS Fund.
DATES: Comments are due on or before May 17, 2006. Reply comments are
due on or before May 24, 2006.

Parties who choose to file by paper should also submit

SUPPLEMENTARY INFORMATION: This is a summary of the Commission's
document DA 06-970, released May 2, 2006, in CG Docket No. 03-123.
Pursuant to Sec. Sec. 1.415 and 1.419 of the Commission's rules,
47 CFR 1.415 and 1.419, interested parties may file comments and reply
comments on or before the dates indicated on the first page of this
document. Comments may be filed using: (1) The Commission's Electronic
Comment Filing System (ECFS), (2) the Federal Government's eRulemaking
Portal, or (3) by filing paper copies. See Electronic Filing of

Synopsis
On May 1, 2006, pursuant to 47 CFR 64.604(c)(5)(iii)(H), the
National Exchange Carrier Association (NECA), the Interstate
Telecommunications Relay Services (TRS) Fund Administrator, submitted
its annual payment formula and fund size estimate for the Interstate
TRS Fund for the period July 1, 2006, through June 30, 2007.
Telecommunications Services for Individuals with Hearing and Speech
Disabilities, and the Americans with Disabilities Act of 1990,
Interstate Telecommunications Relay Services Fund Payment Formula and
Fund Size Estimate (filed May 1, 2006) (2006 TRS Rate Filing).
NECA proposes per completed minute compensation rates of $1.257 for
traditional TRS (compared to $1.440 for the 2005-2006 fund year);
$1.219 for Internet Protocol (IP) Relay (compared to $1.278 for the
2005-2006 fund year); $1.352 for Speech-to-speech (STS) (compared to
$1.579 for the 2005-2006 fund year); and $6.116 for Video Relay Service
(VRS) (compared to $6.644 for the 2005-2006 fund year). NECA proposes a
carrier contribution factor of 0.00492 (compared to 0.00564 for the
2005-2006 fund year) and a fund size requirement of $386.3 million
(compared to $441.5 million for the 2005-2006 fund year).
